As Baywatch prepared to move from Los Angeles to Australia, April redirected them to Hawaii instead—giving them the advantage of tax incentives via new legislation (HB2960) which she helped to draft herself.
This, now iconic, move brought over $20 million of annual spending within Hawaii—with 5.7 billion worldwide viewers experiencing Hawaii's beauty, in turn helping to revive the state's tourism industry.

April, armed with 500 volunteers, led the production of the Miss Universe Pageant's 9 related events—from fashion shows to balls, banquets, and Hawaii's largest weekday parade and most successful statewide contest.
Each event had its unique theme, was standard-setting in its creativity and grandeur, and brought a once-in-a-lifetime experience to the people of Hawaii.
